3 do a PAYG dongle, but I can also tether from my Nokia phone (either by cable or by installing Joikuspot and using wifi) so my phone acts as a dongle.
Some of the PAYG do it by charging an amount (e.g. £1) for any day you use any data, plus a per megabyte charge for data actually transferred.
My vodafone account gives me "unlimited" internet for a couple of extra pounds a month on my standard phone contract.
