Don't know how familiar you are with what's been going on over the last few years in romance, but it's as well to make it clear that a publisher understands that it's not "both", because some of them don't.
Also, LI like cross-genre sf&f romances, and are open to romances involving humanoid aliens as one or more of the protagonists, where binary sexes may not be in play, never mind genders. (Non-humanoid I'd check with them first, but I wouldn't automatically assume that the answer would be a flat no, more likely a "how can we work around this to appeal to enough readers to make it commercially viable?".)
