Found the relevant forms online. Decided that a UK-resident UK citizen with no connection to the US other than book royalty payments was classed as an Exemption 1 for requesting a TIN. Filled out the one to request a TIN (as much of it as I could) and sent it to her with instructions on what she was to do next. Emailed the relevant person at the publisher and said "I think what you really need from her is a W9-BEN, could you check with the accountant, please." Short of flying over to the UK and physically forcing her to do the rest of what's necessary, there's not a lot more I can do...
I may still come back and ask you to double check on the forms, but that will probably happen after I've managed to get her to actually *do* something with them. Actually, this may explain why she's been reluctant to Skype me for the last week -- I bet she hasn't done anything about it and isn't going to.
